In order to further reduce the vehicle emissions, effectively improve the urban atmospheric environmental quality and better protect people’s health, according to The Air Pollution Control Act of the People's Republic of China, The Road Traffic Safety Act of the People's Republic of China, The Vehicle Emission Control Regulations of Jiangsu Province and The Road Traffic Safety Regulations of Jiangsu Province, Changzhou Municipal People’s Government decides to widen the access restrictions for high-pollution vehicles and hereby issues the notice as follows:
1. Restricted access vehicles: Gasoline engine level lower than National Standard Ⅰor diesel engine level lower than National Standard Ⅲ.
2. Restricted access hours: Everyday from 8:00 a.m. to 18:30 p.m. starting from December 1, 2012.
3. Restricted access area: The area (not including the roads mentioned below) circled by Longjiang Road, Longcheng Boulevard (from Longjiang Road to Taishan Road), Taishan Road, Huanghe Road, Jinling Road, Taihu Road, Tianmushan Road, Longcheng Boulevard (from Tianmushan Road to Qingyang Road), Qingyang Road and Zhongwu Boulevard.
4. Anyone who violates any of the above provisions will be penalized by the traffic management department of the public security authority according to law.
5. The Changzhou Municipal People’s Government Notice of Access Restrictions for High-pollution Vehicles (Chang Zheng Fa (2009) No. 169) is annulled from the date of implementation of this Notice.
6. The Implementation Measures on Access Restrictions for High-pollution Vehicles issued by Changzhou Municipal Environmental Protection Bureau and Changzhou Municipal Public Security Bureau (Chang Huan (2009) No. 50) is annulled from the date of implementation of this Notice. The specific measures for implementation will be re-enacted by the Municipal Environmental Protection Bureau and Public Security Bureau.
